Frozen shore Bear riders, best tactics or lists?

Hi, loving the new models for frozen shore Bear riders. But how on earth do a heavy cavelry unit fit into a free folk strategy? Is this the end of a hord/activation list?
8pts one bear cavelry Or two raider units?
I feel these are not an easy fit for free folk players. How are you running them?
