Harma commander

So i started to play with harma and I have some question. She can draw a commander card with she claim the horse (this is passiv therefore not a trigger).
But when do I draw?
Can i pick up feinting maneuver and play it instantly since i claimed the horse?
Or can i play feinting maneuver and redraw it instantly?
