I just recently purchased an Emperor model and was thinking about painting it my self, but now that i think about it I would really like it better if I could find a pro painter to paint it for me. Maybe thats because the model itself is of questionable quality? No offense to the OP but I would rather spend my money on someone to sculpt me a decent Emperor (which would probably cost a ton^^).
That is, if we actually have the same model in mind. My google-fu is weak today :-(

personally i use the 'chest of colours' team..... prices depends on which artist youd like to to the job and to what level you want it painted to, i pay around 180 USD per mini but i do know some of the artist's such as the awesome Ana can cost a lot more. why not check them out, one of the team has a model listed in the auctions right now on this site.... it is high marshal helbrect by Flameon, beautiful mini, starting bid $299. otherwise look on this site at the top rated painters and there work as you wont be disappointed either, though i have had quotes of $500 USD+ per mini ..... were talking for a terminator here, so be ready to spend! Lastly on this post i would like to question your choice of model..... i really dont see it as a worthy mini to receive such attention and money as there are hundreds of better minis out the in my opinion..... for a mini representing the mighty Emperor i really dont think it does him justice... neither does the Horus mini....sorry
