Size of the mission deck - 12 or 24 cards?

When I open a starter box it contains 24 mission cards, numbers 1 to 12 , 2 times.


How big is the mission deck of a single player? All these 24 cards or only half of it?

Can I use a mission number (lets say mission 2) twice in a game?

Its 2 decks of 12 cards. The scenarios instruct you on how to use them.
