I've looked at this mini several times before commenting, like some of the other posters. From what I can see you've used a pearlescent white paint on most of the armor. Peal paints tend to obscure details because of their reflective qualities, and I would recommend using them very sparingly. If you want that pearly white effect I'd follow Dragonsreach's advice and use it only as the highlight. The gray cloak looks like gray primer. It could use some shading, or a contrasting color to make the figure pop out from it. Think of the cloak as her background. The green hair is unusual and fun but I'd avoid using the pearl paint as your highlight there. Just use a paler shade of of the same green tone. I'm not quite sure what you've put on her base, but it looks a bit haphazard. If you were going for a watery effect you might want to look into Vallejo's water effects. It took me a while to decide what to say, but I knew I should say something. Is the armor the base pewter? I really so suggest primmer, it makes hte colorrs go on much smother, and forces you to really look at the mini and paint it all. Also to add more contrast for an ice type figure go with blues and the likes.

This is a difficult mini to comment on as you were obviously going for a very specific type of effect. Unfortunately, this leads to a lack of contrast which effects the overall feel of the figure. Definitely go with the armour wash. Also, the shield straps need painting, maybe sword hilt and I would recommend painting the cloak in a contrasting colour with plenty of shading/highlights. Just my thoughts but hope it helps a bit.
