This is a nicely painted mini, I really like it and wouldn't be posting otherwise. I think you could highlight the red sash to make it more vivid and viually appealing. I think the same could be said for the gold and grey in the armor as well, though this could be an effect of the camera. I think an extra layer or two of highlights in those areas would make this mini "pop" more. The base is really fantastic, but to get beyond an 8 I think you need to do some kind of freehand work, or say, some pattern on the sash. Don't take this the wrong way, I think you did an awesome job.
