Your basecoat looks clean. The issue I think is the white "wash" you used. Are you trying to simulate water, or snow? If so, snow or ice tends to "sit" at the high points on the surface, not flow into the crevices.
If you're using a thinned paint, also make sure you dry your brush more so you don't load and puddle the paint onto the model. That's where you're getting the "tide-marks" or rings. Less paint on your brush gives you more control.
