My memory of the books is pretty shaky, but my housemate says this is Merry from Lord of the Rings. It's from an old Citadel LOTR series, I picked it up in a discount bitz bin in a hobby shop in Edinburgh, Scotland.

Cool mini! The Shield should be Green though instead of blue just to be correct to the book.
