good atempt.
nice choice of colours.
looking at the base i would say that you need to water your paints down a little bit.
try getting them to the consistency of milk before painting, lots of thin layers are always better.
as for the drybrushing comment. drybrushing always has its place it adds texture and should not be written off as a technique, however cloaks are rarely a place to use it.
next time do have a go blending both ways.
mid tone as a base coat, shade down then highlight the raised areas.
thats the basic way to do and it works good.

His sword resembles a really big bayonet, very vicious looking! A word of advice: blend, don't drybrush on cloaks. I have to stop doing that too, because it ends up looking like crap.
