0 Noise Tokens - What Do Zombies Do?

With the skills Rotten and Ninja, these mean that Survivors don't count as a Noise Token, what do Zombies do in their turn all survivors have used these Skills?

Do they stand around motionless?
Do they move toward them anyway?
Something else?

Rotten Comes From an enchantment, so far...I only have the base game, which makes noise so the zombies would go towards that noise token.

Ah, perhaps I should have made mention of this being in relation to Zombicide Seasons 1-3, as opposed to Black Plague...
