The position of the pauldrons also seems to be a bit too low and wide. I feel they should be more tucked in, up and closer to the helmet as well. I looks as if they slid down his arms.

the power fist appears to my eye to be just about spot on as Meph n tbs have stated your problem could well be over sized shoulder pads might be worth while using them as moulds and then cutting the resultant copy down somewhat

I was looking this guy over a little this morning and I think I know what the problem may be, I used blue tac to hold everything together last night, and that is making the arms stick out quite a bit and throwing the position of the pouldrons off. I will just tac them lightly in place and try uploading a different pic. The pouldrons are the original ones that came with the kit, so I can imaging them being to over sized?

Myeah, since the torso and shoulders are based on the original, they should fit decently. Perhaps take a shot of a dry-fit while holding the arm/shoulder to the torso with your hand?

could be the blue tack forcing out the pads alright...its difficult to judge with any degree of accurracy from the pictures but stick with it i find that any of my builds look like the back end of a tram smash right up until the very last stages. I think these forgeworld marines are spiffy and why you don't see more conversions is a mystery to me. Heres a couple of shots of a devastator conversion i did back in my early days.
