I think it is good reputation. Look at this post - it should have a little star down between 'Blog this post' and the report button. Then look at your own, it won't have the star, since you cannot recommend your own post. Click it, and you can add rep to someone.
I have no idea how much you have to add to increase your power, though. I have one recommendation, and that was not enough to increase my power. I assume that 2 takes more than 3, 3 takes more than 2 and so on, but that is only a guess.
