Well, I\'m no pro but here goes.
First of all you shouldn\'t make the banner standing. When I make such a banner i take a wire that\'s thick enough to support the banner (metal wire ofcourse), then I start on the banner itself.
Take some tinfoil, some oil (or spit :p) and a ball of greenstuff. Smear the oil over the foil, and smear your hands too, this\'ll keep the GS from sticking.
Grab the ball and start flattening it. After you got it really flat, cut out a flag shape.
Something like this:

Next, place the \"metal wire flagpole\" in the rivets, fold em over it and onto the flag.
Finally give the flag some motion and let it dry while it\'s down. After it has dried hard enough, you got a nice flag that didn\'t sag.

C\'mon finn, pull yourself together...

This doesn\'t answer your question directly, but is more OT than my last effort....

I always used to make banners out of the metal they make toothpaste tubes etc out of. It is thin, very flexible and FREE.

All you need to do is find a tube of the right sort..toothpaste tubes are now primarily plastic, but tomato paste, mustard etc often still come in metal tubes. Open them out and clean them up. Cut to shape and clean with fine wet-and-dry/emery paper ets. That\'s about it...quick, effective and cheap:D

Finn is right, I would use Tomato Puree tubes rather than Green stuff for making banners.

Just remember to wash it out first lol

Excellent technique that I use as well. Sometimes I will make the banner out of thick foil like that, fold it and then strengthen it with Milliput or Green Stuff to make sure that it doesn\'t fold with use.(terrible thing to happen after you\'ve painted it and the design starts flaking off:()

Green stuff or foil doesn\'t suit me.
I prefer paper.
For weird fantasy stuff open weave fabric can look good. This is appropriate where you\'re going to heavily damage the thing, like for a half-rotting undead look or something.
For either, my preference is:
Paint in thinned PVA before white undercoat and then trace design onto flag, freehand over.
