When this card is played, do all effects resolve simultaneously, or in sequence?
For example, could the Baratheon player - assuming the requisite zones are controlled - have an engaged enemy with a panic token resolve a panic test, burn the panic token, and then place a second panic token on them afterwards?
Alternately, could they choose the order of action and place a panic token on them and then have them resolve the panic test?
Since the rule for simultaneous actions states, "If all effects are controlled by the same player, they may choose the order in which they resolve." my guess is that the Baratheon player may resolve these pieces in any order they choose - making both of the above options viable...but I'm looking for clarification/confirmation.
