Can't get it clean

I have an old metal mini that I would like to paint, but the surface of it is really rough. I took a picture, but it doesn't really show what I am talking about. The mini surface is like that of concrete almost. I tried to sand it down, but it didn't get me any where. I was going to see if some rubbing/polishing compound and the dremel would help, but I am worried about it taking away detail. Does anybody have any ideas?

its hard to tell, but coult it be pitting? where there are like little holes/dips in the surface? could try a thin layer of greenstuff to smooth it out perhaps (or liquid GS)

Zab, I am guessing a milliput wash is just watered down milliput? Sorry, I am still a little new to some of this. I have some greenstuff that I used to fill gaps. Do you know if you can use this in the same way?

Liquid greenstuff yes. Normal greenstuff no. You could even try a gloss varnish to fill in the low parts. Here is a great how to for liquid GS:
