another trick when using that paper-cutting knife (i use those knifes on foamcore to make building models for school) is to keep the knife almost flat against the surface, this will give you a longer and gentler cutting edge. and you need to apply almost no pressure at all, i\'ve found that when you are through the first layer of paper, the knife will draw itself in automatically as long as you keep the blade flat enough.

How about a foam cutter, it is a hot wire cutter and does the job quite nicely. they are around 9 dollars US and are simple to use with a little practice

Because foam board/foam card is paper lined on both sides, a hot wire cutter wouldn\'t work.
My suggestion (similar to advice given so far) - steel ruler with safety grip (e.g. this style) and stanley knife. As said do it in a few passes, but what I would say in addition is to not use too much pressure else the knife will have a habit of \'wobbling\'. If you\'re cutting in the middle of a sheet then you may benefit from a finer blade.

Ah. I remember using rulers like that in Art class in school. They\'re quite good. And probably a lot cheaper than a hot wire cutter!

FWIW I use single edge razor blades and a steel ruler when cutting foam core. You can get a box of 100 at most hardware stores for pretty cheap. You get two \'corners\' per blade so once one dulls down you just flip the blade around and use the other. I can usually cut out the components for a normal sized building with a single blade. HTH!

Oh I was thinking of a completely different material my bad
I actually bought several packages of snap off box cutter blades, a good quality box cutter and a metal T square ruler. Works out fine for me, dulls the hell out of the blades though so you go through a bunch
