Let me chip in my 5-cents, I do hope you\'ll read the entire post....
first of all, I\'m from Holland, the only country brave enough to sort of legalize soft drugs (though the government is trying to undo those policies)
first of all, there\'s no stranger system than the dutch system:
- anyone over 18 can buy Marijuana (hash or weed) at a coffeeshop.
- anyone over 18 is permitted to carry <5 grams of Marijuana
- Marijuana may only be smoked in your own home, or in a coffeeshop, not in a dedicated smoking area in a pub or something
- coffeeshops are NOT allowed to buy Marijuana
- Anyone over 18 may cultivate up to 5 Cannabis plants for his or her own use
- no one, apart from coffeeshops is allowed to sell Marijuana
- since July 1st 2008, you are no longer allowed to smoke tabaco in a coffeeshop (unless they have a dedicated smoking area), a pure joint, just Marijuana, no tabaco, is just fine
- Police officers MAY NOT damage your property, even if that means dismembering a joint which you are smoking inside a coffeeshop, even if they suspect it contains tabakc
so, basically, anyone over 18 may buy Marijuana, no one may cultivate enough cannabis to sell commercially, so the coffeshops have nowhere to buy their stuff....???
Alcohol, and even caffeine, are much more addictive drugs than Marijuana is. Plus, alcohol and caffeine are physically addictive (you go into bodily withdrawal, shaking, vomiting, if you quit cold turkey), Marijuana is only mentally addictive (you only want the drug, no bodily withdrawal)

The UK has twice as many soft drug related problems (per 1000 people) than Holland has, and about three times as many hard drugs related problems (per 1000 people) and yes, also about twice as many hard drug addicts too.
somehow, legalizing soft drugs has made the next step onto illegal hard drug that much harder.
and yes, almost any dutch person between 17 and 30 has tried marijuana (i started at 16 myself, coffeeshops never made a problem about my age back than) but most quit after 2 years or so, when they grow up.
it is my personal opinion that all softdrug should be legelised, and growing canabis should be made a legal profession (prostitution

.....) paying taxes and everything. the government could even set rules, and take samples to verify quality.
this would greatly decrease the criminality rate.
on more thing, the dutch government has recently decided that hallucinating mushrooms are illegal, and that coffeeshops are no longer allowed within 500 meters of a school, Amsterdam has declared (the day after those decisions were made public) not to enforce those rules, because they would cause more problems than they would solve....lol
Oh, and a couple of border town have forcibly closed several coffeeshops because of drug tourism from across the border, several neighboring towns have protested and even sued those town... claiming that closure would only aggravate the problem.
