Freedmen Untrained Masses vs Here We Stand respawning.

How these two rules interact?

Do you check to see if the Freedmen are within short range first, or do you respawn first? I imagine if you check to see if they are in range first and they die, you can respawn them right away?

The redeployment is for 1 previously destroyed unit.
The freedmen untrained masses are destroyed at the start of the round, so I think it is to late for them to respawn this round.
