I should let a \'god mod\' answer but...

I know in the case of BME, he was banned, made a passionate appeal to Chern Ann (the Godliest of the God Mods) who put it up to the members. The members voted that he should be promptly \'unbanned\', which lasted only a bit, before he put said foot into said mouth, in which he got his IP banned as well.

So, it sounds as though the policy is very similar to what you have experienced.

Well the forums are pretty much self-policing

Almost everyone here is relatively sensible and people who step out of line tend to get either the \'torch and pitchfork\' treatment or \'cold shouldered\' by the masses. BME was the only guy ever to be banned and he was given a second chance which he screwed up.
Banning is a bad thing, but occasionally necessary. As has been said, there is nothing to stop someone from creating another account or even using another computer if they have been IP banned. The CMON system seems to work quite well as, if you seriously upset the regulars, I can\'t see why there would be any incentive to return???
