Okay, gets a little tricky without visuals, but here I go:
For Scratches:
You can make large scratches simply by putting a dark line on any NMM, then just apply you highest highlight to the edge opposite of your lightsource (ie the opposite edge of the scratch picks up the lights. You can also play with the \"depth\" of the scratch by using light values of grey.

To simulate tons of tiny scratches is a differnet story, but somewhat easier. Unpolished/brushed steel looks duller than the other kind, so the trick here is to not use a bright highlight as much. This might be tricky too, as you want it to look dull and not like paint.

Now, flaked off paint is easier:
If you\'re doing an area where a lot of paint has been chipped off, paint your NMM regularly (may even put the scratches above on to show how the paint got scraped off.) Then you just paint dark grey or black outline where you want the paint to go, and put the color of paint you want over this, leaving a tiny area of black between the paint and NMM. For smaller areas, the reverse happens: use the paint color first, then paint out areas in black where NMM goes. Sometimes using a highlight around the edges of the paint really shows it\'s chipping off. For really realistic looking chipped paint, you\'ll have to look at real chipped paint (no brainer, right?) and tehn try and use a simalar pattern, or try out a crackle medium for tnaks and bigger areas.

Hope this helps! :p
