easiest method is to cut clear plastic to the size of your base (blister packs work well)
add a little snow mixed with clear resin (either two part or single part air drying) for melted bits of snow or pva and snow (micro balloons is the best i have found for using as snow)

then with a knife or compass point make a few scratches in the plastic.

their are other methods but this is one of the easiest.

Like either of these or a little more like a skating rink?

Those were done with this article. Snow Bases

If you want it to be a bit more solid ice than looking like show, wait until it dries. Paint on a bit more clear glue in small layers letting dry between to give a more firm ice look.

If you add a TINY bit of blue ink as with the one pictured above to the original snow base it will give the ice a bit more depth.

You can also add rocks/pebbles/ballast to the base before applying the snow then ice to make it appear to not fully be an ice drift, but ice sitting on the ground for warmer feel tot he planet as some ice just isn\'t as high as the rocky outcroppings yet.

Test your snow making and basing before using on your finished product to tell how much glue and powder you need to mix to get it to work right.

Instead of the final top of glue you could use some clear resin on top to give a bit more firmness to the base and a bit more shine with something like Woodland Scenics Realistic Water, or Water Effects.

Again test before using on your final bases to make sure it looks the way you want it.

if the whole thing is gonna be ice, try the genrul\'s method but you can modify it so it looks like there is air underneath, which looks quite effective

paint the base a dark colour and tehn put pva on it. leave some areas blank though, when it dries, the gaps look like air. carry on with the scratching and microbaloons etc

really fun way of making ice is using superglue, and then you can use baking soda, blue ink and pva, and mix that up and you\'ve got snow!
