Can't say how fragile or not the figure is but as its resin it should be fairly resilient.

I'm curious if it's "fragile" like the 4 armed snake lady. What is she made out of? is it metal or resin? I can't tell because it's painted.

Generally you can see the difference between metal and resin casts because of the "sharpness" of some of the detail.
For example the armour on the arms, the raised areas have a sharper look to them than I would associate with a metal cast. Hence why I think its resin.

The Mierce minis are all resin, but are we looking at the same figure? you write you can't tell because it's painted, but on the link I see a grey unpainted resin figure.

And if by 4 armed snake lady, you mean the Helldorado figure, then no it's more robust. The only ones that are as fragile as HD minis are the sodapop relic knights and the kingdom death figures, that I know of.
