Not really sure why that choice was made, other that to represent the ODST come from all over the world.

What ever happened to the Halo movie???

In Development Hell from what I understand.

From IGN:

Halo

If ever a game seemed right for a film version it\'s Halo: a built-in fanbase of millions who bought and played through the three games; an iconic and well-known protagonist in the shape of Master Chief; and an epic man-versus-aliens storyline.

20th Century Fox set up the project back in 2005 and for a while a mouth-watering creative team were circling the movie. Lord of the Rings surpremo Peter Jackson was attached to produce and creatively oversee the movie, 28 Days Later scribe Alex Garland wrote the script, while Guillermo Del Toro was in negotiations to helm. When he failed to sign on the dotted line, South African first-timer Neil Blomkamp was handed the directorial baton.

Everything seemed set until money started being discussed. By now Fox and Universal were co-producing, but even after splitting the costs they still balked at the considerable production costs - reckoned by Jackson in 2005 to be around $128 million - and pulled out after failing in an attempt to renegotiate a bigger slice of the profits for themselves.

Microsoft tried to revive the project through financing it themselves, but was unable to make progress, leaving this holy grail of game-to-movie adaptations gathering dust in the innermost circle of development hell.
