Looking for the manufacturer of this excellent mini

Hi,
I downloaded a picture of this mini three years ago and I didn't record the name of the painter or the manufacturer. I can't even remember if I downloaded it from this site. I'm back to painting after a long hiatus and I'd love to start with this model. Do you folks know the manufacturer? And my kudos to the painter if you know them—this is really incredible work. Thanks.

MAXXxxx understated how small she is, she's really slender and beautifully detailed.

let's just say: the pattern on the shield is so delicate, that you might as well freehand it as it's super easy to take it off while cleaning it with a sandpaper.
btw I wouldn't say, that it's small, but rather it's very delicate.
