Lord fang overkill

We just noticed in the last scenario lord fang doesn't have an overkill value. Does this mean he ALWAYS payback reacts at the time of death?

correct, lord fang will always get a payback reaction.

One exception, my play group as seen so far, is an attack from astral strike does not allow the target to have a payback reaction. (yes the attacker in this case did win the campaign)
