Mercs in Infinity

What do you think about mercenary characters in regular armies?
Why can't they be allowed in tourneys?
Why can you only make a Merc army and add minis from up to three factions?
Why can't you do the same but the other way around in tourneys? Ex. Make a PanO army and add a couple of merc minis....

Currently because they aren't as balanced and tested to play in all the armies. Who knows, maybe Third Ed will change the whole thing.

Currently, there are quite a few options to legally allow some Merc models into your lists, mainly in the Sectorials.
