Mosaic. Very tiny bits of crushed glass, colored gel glue, etc on a white background. If you are truely wanting a mosaic.

If you are just looking for a cobblestone/flagstone type base, there are several manufacturers.

I\'m not sure that it\'ll fit what you want to do Meg, but if you could find a picture of what you wanted, could you take that, shrink it down and print it in color? From my days of making my own decals, it should seal after spraying it with several coats of clear gloss spray paint. You could then glue it down to the base.

Alternately, you could open up MSPaint, make a couple hours go by making a mosaic of your own design, then scaling it down and printing it.
