This is my third mini.

I've tried to follow some of the advice I've picked up here and from friends to improve since my last mini. This was my first base of this type, with the little rocks, so it didn't come out quite like I wanted. I know I still need to highlight more, but I think I'm getting closer. Please leave me your critiques and criticisms, I can take it. I would really like to improve at this so I'm open to all the advice I can get.

Well, for a third mini you're on the right road.
OK Criticisms, Photos are very dark and lose a lot of the detail.
Positives; neat and clean, only "rough" areas are the ammo belts.
Suggestions; the skin tone is really very dark almost "African Origin" in colour, was that the intent?
If so; then can I suggest working even darker version of the main colour into the creases on the torso and arms.
If not; then you have some work to do about binking in the skin tone up to Caucasian palidness. (or even "English milk bottle white" skin tone)

For the future can I suggest that you work the skin tone from a mid colour, Either GW Tallarn Flesh (a bit Pink for my taste) or Vallejo GAME Colour Bronze Fleshtone, or even my favourite starting point Vallejo Model Colour Brown Sand. To these colours you can add tones of Purple for shadows, Other fleshtones for pinker highlights and tiny touches of Bleached Bone (or Vallejo Model Colour) Ivory to get the palest highlights (ie clenched knuckles tip of the nose etc.)

I see what you mean about the photos being dark, I'll work on that in the future. I was actually shooting for "South American" origin for the skin tone. I'll look into the paints you mentioned, I don't have a lot of paints so I think I hit that skin tone with VGC Elf skin tone and VGC parasite brown. Thanks for the tip.

This is a very solid start!! I'd just echo the thing about the midtones in the skin. The contrast will help make the details pop more, giving it a more lifelike appearance.
