Need help with the Banner!!!! Please need ideas.

Hello. I want to make a professionally painted banner. But I dont know what material to use, since I want it to be painted on flat surface (40mm height x 10mm width). And I dont have any plastic banners to paint on, neither I want to paint a banner on plastic.
But I want to make a custom painted banner bearer, and I want paint the banner REALLY good.
The miniature is plastic, 40mm. What you suggest I use a surface to paint the image. so then I can attach that to a plastic banner pole?

‘the lead seal from wine bottles.
’tracing paper stiffened with PVA adhesive (*)
green stuff putty rolled very thin over plastic bag.

it might be a translation confusion.
