Look in the articles section of the site :) Great tips there.

Generally speaking:
A decent brush, clean water and getting used to blending with layers or glazes.

When I got back into painting a few months ago, I picked up Reaper\'s Learn to Paint Kits, and they help you learn basic techniques pretty well.

http://www.reapermini.com/store/customer/home.php?cat=23

I would probably skip kit #1, and go right for #2 (skin and cloth), #3 (nmm), and #4 (advanced skintones). I hear that they are in the process of rewriting the guides though, so you may want to hold off a month or two. Also they replaced the old paints in the kits, to the newer master series paints, so if you buy them at your LGS, make sure they have the sticker that says \"new master paints\" or just order from reaper direct.

Games workshops book is cool (I got it in a starter ebay set I got including paints brushes and the book I wanted and a bonus painting cit figs book) but most of the info is also online at the GW website, definately check it out. Lots of info on blending and pictures. ]

Also don\'t be afraid to try inks XI learned about inks (and just one of their uses) in a simple staining technique I used on a centaur model I had for DnD. Black base coat, white drybrush, stain chestnut brown came out beautifully showing the muscles and amazing shading... and it was really quick for the great look.
