I was wondering is it possible to oil paint over black primer??

Straight answer Yes.

You can paint over any primer with any colour, just the results will vary.



I must point out that your questions are very vague and ill defined, for an example on this question we could really know what you are attempting to achieve with the oil paints. Is it skin tones, clothing or scenic effects you want to work on?
