Outflank and 1" distance

Quite easy question:
If you deploy one unit with outflank should you deploy it at least 1" away from every enemy unit?

Rulebook says you cannot end a movement less than 1" away from one enemy unit, but it doesn't say anything about deploying it.

RAW I assume you can (because deploy isn't a movement), but it seems like a grey area of the rulebook.

I'd say deploying fits the definition of a move from page 5.

Simplier : FAQ... or forum... let me dig it. But the answer is no. Don't deploy less than 1"
