Depends on the level of detail you are looking for.
Is the sculpt fairly detailed?
White base.
Gray wash.
Titanium white dry brush for highlights.

Paint each feather if you are looking for a pattern (turkey, eagle, osprey, etc.)
Wash with a darker color.
Highlight - most sculpts are detailed and textured enough that drybrushing would be an option.
