PO Zombie Spawn Question

Reading through the PO rules and have place a game, but I don't see where is says you should spawn Berserker zombies instead of regular ones. Is this strictly at players discretion or am I missing the rule?

PO and TCM come with new spawn cards that will be mixed in with the regular ones. These new cards will specify if the spawns are normal, Berzerker, or Toxic.
