Problems with session " News items"

I would like to put a thread for news about gaspez-arts, especially fatal personality range...
What privilege i need? I'm a premium member, but in order to put a new item also on the home page, what i need?

Nothing extra.
You should be able to open the News panel by clicking on the "SUBMIT NEWS" link on the Left Hand side of the Front Page News items Column.
