I know this is extremely weird question but does any one have any suggestions on how to paint rainbow sherbet as a minis hair and the cloth of the fig. It is not for me he is having me paint it for a Pathfinder Gnome.

what effect are you specifically looking for, because if you want to paint something to look like a rainbow, paint it rainbow colours..
is it he sparkly sort of effect you are looking for? maybe an pearlesant (?sp) paint or metallic medium is what you need

The way he said it is the hair and cloth think rainbow sherbet. It just kinda stumped me and I am trying to find some motivation slash inspiration to do it justice.

when i think of rainbow sherbet I think of a semi pastel rainbow of 3 colors (could be more) usually a lime green, an orange, and maybe a pink red.

Ditto - CELPainting - pastel colors. With pastel colors, try to not have the shadows get too dark OR saturated. Tricky balance.
