You can get clear resiny stuff from most hobbyists. I know GW manopolised on this a while ago too.

deluxe materials solid water is my weapon of choice a lately..nice and easy to use clear when dry and not as nasty as some of the resins out there..

Woodland Scenics
I have used several products recently. There are two offerings from Woodland Scenics: Realistic Water and Water Effects.
Realistic water - good for small areas of water i.e. waterfalls or small pools. It\'s very runny and can be poured, however they recommend you do not use too much at one time. It does shrink back when dry and at deeper areas, will go cloudy until completely dry.
Water effects: Very different - it\'s thick and looks like PVA glue. You use it to create ripples, texture on waterfalls or splashes etc. It starts off opaque and drys clear. It has a rubbery feel to it. I recently used it and painted it to add to the effect I was trying to create.
Crystal resin - awesome stuff, but expensive. A two part resin which you can pour quite deep. It will dry crystal clear so is excellent if you want people to see into the water... A word of caution: it is very unforgiving and if you have left the smallest of holes anywhere it will find a way to escape which I have found to my peril
But it really does give fantastic results.
Example using realistic water. I had to apply several \'coats\' of realistic water letting it dry thoroughly each time. It does shrink back quite a lot during drying.

Depends how deep you want the water?
GW/Woodland scenics water is a self levelling water gel. BUT it will only dry and set to a depth of 3-4mm or is will produce \'white\' water.
Any deeper than that you need a epoxy or polyurethane \'two part\' resin. I used an epoxy (one very similar to one done by Andrea miniatures) BUT I did about 40mm depth by 26cm/7cm so I used about 2kg of the stuff (have a look at my gallery for a view).
I got mine from \'Specialist crafts\' @ £26 per Kg, but I get discount (Art teacher) Andrea\'s one is about £9 for a couple of hundred grams available from \'Historex agents\'.
Polyeurthane is nasty stuff that desolves Polystyrene and is an exothermic reaction (produces ALOT of heat in sufficient quantities). Available from Tiranti.co.uk, but VERY expensive!
