Red dawn square fountain question.

Hey, I am playing a quest with my friends right now, and there is an argument about the fountain in the midde, and whether the fountain is a decorative element, able to be stepped on, or whether it is an obstacle impeding movement. Also, as to whether the fountain blocks line of sight.

When I play that mission, I just assumed it blocked movement and LoS. I went beck and checked, page 13 under game board "A Space without the central dot is considered a blocking Space." The fountain doesn't have a dot.
