Reroll morale and Paniced token

Assume that you have option to reroll morale tactic card and unit has pankied token.

You roll Morale Roll.

What happens then?

Both players (first player whose turn then his opponent) declarates reroll

Or after first reroll there is another "After roll Morale" step?

Example

Player whose turn rolls Morale and gets 12
His opponent forces him to reroll by using panicked token and he rolls 2.
Can player whose turn plays card to reroll morale?
Or as player whose turn it is passes to their opponent, he may not then respond with
their effects.

Active player's effect resolves first, ergo active player has the first turn to re-roll.
