Shifting and Dangerous Terrain

If a unit starts on a piece of Dangerous terrain and uses a free shift from either an ability, tactics card, or Objective 2, to move off the terrain piece do they take no damage as they are not preforming an action nor are they moving into the terrain piece?

Dangerous says it triggers upon performing Actions while on it or "moving into". Shifting while already on it would fulfill neither of these triggers, so by wording there wouldn't be any instances of damage.
