I have some static grass that you have to cut to length and dip in glue then attach to your base. Will a strong wind blow it off of the base or will it stay put pretty well?
Also is there any easier static grass out there like GW or equivalent?
That depends on what glue you use.
A drop of superglue on the base then you cut the static grass to the length you want. Set it in the drop of glue and wait a couple of seconds.

I fold that long grass over, cut across the fold, repeat.
Then trim one side up very even before setting it into the drop of glue.
You can mix two or 3 colors in various amounts to make it more natural as well. One or two yellow brown strands in with the nice green clump and a few dark green ones.
