Steampunk empire. Big stuff is easy, but what about troops?

With the pending release of empire in April and my love of all things steampunk I'm thinking.... why not do an engineer heavy steampunk empire army?

The paint scheme is easy (off-white, brass/bronze, leathers), and conversions for all the large war machines and monsters will be easy too (mechanical griffon :D) But there's a point I'm really stuck on.... the troops

There are way too many infantry modems in an empire army to make heavy conversions a viable option, at least not without a resin casting kit. So what would be a good base model to start off of? what would a regiment of steampunk soldiers look like? I'm trying to think of greatswords and swordsmen primarily. Handgunners, outriders, pistoliers are all stupidly easy to steampunk up.

Have a look at the lead adventure steampunk stuff. Suits and hunting jackets look good. They also have some victiorian style bobbies (police) too

Both decent ideas, but keep in mind this is for a warhammer fantasy empire army. So it needs to be cost effective over 100-120 models
