Subdued Pastel colours

What is the trick to paintiing in what I call subdued pastel looking colours almost washed out in
cases ?

Although hobby paints have a number of pastel colours already available if you were mixing them you basically add white.

That said, the submission you linked to I wouldn't call pastel. It's more greyish or low-key, which can be done by just carefully selecting what colours you paint with (if you have a large enough selection) or by mixing the right way, by adding in a little grey to each mix as you go for example or by using mixing complements. There's also some restraint on the shading too, not too dark overall.
