The World Health Organization has very clear criteria on what each level of on their scale means. It\'s not their fault that others choose to misrepresent their scale.
Level 1 is transmission among animals
Level 2 is transmission from animals to humans
Level 3 is possible transmission among humans
Level 4 is definitive transmission among humans
Level 5 is definitive transmission among humans in multiple countries within a specific region
Level 6 is definitive transmission among humans in multiple regions
It\'s very clear cut. There isn\'t much gray area.
The numbers are just reference points, not necessarily that a Level 3 virus is three times as bad as a Level 1 virus.
If something is a pandemic it simply means that it is a) infectious, b) contagious and c) dispersed. It says nothing about being a species killer -- not that anyone would know that if they just watched the news.
You can take my word for it, or you can look it up; they\'re not secretive about their scale.

You might also want to take note of the post-pandemic end that they are expecting and that no one in the news seems to care to report.
Of all the involved parties responsible for the madness over this, the WHO is the LAST group to blame. It is, in effect, blaming the doctor for telling you that you might be sick.
