I think thoose are used when painting dolls. Not the kind of crayons you played when you where little... But very usefull for creating make up and such.

simply take the pastel chalk, rubbed on sandpaper, and the powder with a brush to distribute the point where it is like to have.

what do you use to fix it? i assume it has to be VERY fine? i use pigments but for weathering to make stuff look rougher!

You can just spray varnish over the crayon just like paint. I use a water soluble crayon and it comes out very fine.
