*) The snow and snowflakes can be rendered from various mediums : Andrea Snow, Microballoon Snow, baking soda (will have to check on that one, as I may get the name wrong through translation), ...;
*) The melted effect can be made with a mix of what\'s used for the snow and gloss varnish;

I tend to find that baking soda (got the translation correct cedric 
) works well. Just mix it with some white glue and apply, if you want a fresh snow effect just sprinkle a bit more on top of that and you\'re good.
Adding nothing on top of it will get you the melted snow effect you\'re looking for.

Yeah, nylon cord works, but depending on your glue you can also apply the transparent glue on a surface with the desired shape and once dry peal it off, trim it, and glue it in place, or apply it directly and stretch it with a tooth pick or similar tool. I\'d highly recommend test practices before doing this on the final mini .
For the snow flakes, you can delute your white glue with water, mix in some small amount of Andrea snow and apply it sparingly. Once dried, only the andrea snow shows up. Another way, would be to apply small amounts of diluted white glue with a small tip on the areas you want snowflakes and to sprinkle the snow over it (that might ask for several attempts).
