Having painted a few Ultramarines for a kid at my gaming club I can give a couple good pointers. Ultramarine blue waters down really nicely, adheres well after and only takes 3-4 coats to get a good coverage. Prime black and work up your blue in layers. Leave the lines of the armor black and make sure your layers of blue get successively smaller to show depth. After you finish with your blue you can ink it if you feel like it (again water it down alot, and afterwards make sure you reapply a highlight of your ultramarine blue again). Enchanted blue is a good edge highlight. For the golds base with shining gold and then add a little mithral silver for the final highlight. Use blood red for the eyes, and put a highlight of blazing orange along the bottomish of the eye, and a dot of white in the corner. I think that kinda covers the basics.
