Here\'s my experience with both:

I ordered some paints from Strange Cargo. Got an email a few days later saying since they were out of stock on one color, they were just going to \"throw in a similar color\" instead. Since I was ordering some very specific colors, I wasn\'t pleased. I emailed him right back and told him to just ship the order without the substituted color. I then place an order at the War Store.

Neal\'s order arrived before Strange Cargo\'s by several days (which came with the substituted color anyway), and I live in the same state as SC! SC then shipped the missing color by itself sans charge about a week later.

Conclusion:
SC is a little cheaper. They did a weird substitution, so I ultimately got a free bottle of paint, but the shipping wasn\'t nearly as fast as Neal\'s.
