Thats "LIM003 Ancient Princess" by Klockes Freebooter-Miniatures. Sadly she is the most limited mini this company has ever made, because she was only given away as a price in painting contests (probably under 50 castings).
There are severals similar Klockes at Reaper. If you just want something beautiful its probably better to look there, it won`t cost you an arm and a leg :-(
