In Short/Long Range: When an effect targets a unit in short range or long range, that unit is considered to be in range if any part of its tray is within the listed range.
Checking Range pg. 15:
To determine whether a unit is in range, place the ruler in contact with the front arrow/center of the attacker's front arc and measure to any part of the target's tray.
Question 1:
Can war cry be used if there is no valid target in range i.e. I want to trigger a morale test on my poor fellows to gain a faith token on passing, can I activate this ability even though there is no valid target in range?

Determining long range. Pg. 5 ruling states from any part of the tray within the listed range. Pg. 15 states determining range must be drawn from the middle of the attacker's tray. Which one is correct?
Attachment includes a picture of an example: the Dothraki Veterans are, based on Pg. 5 of the rule book, within long range of the poor fellows tray. However, my opponent argues that range is drawn from the middle arc of the attacker (in this case, the poor fellows) per Pg. 15 of the rule book, and thus are not within long range.
