War Cry:
This unit performs 1 Morale test. On a success, target 1 enemy in long range. It becomes panicked and vulnerable.

Common Game Terms Pg.5:
In Short/Long Range: When an effect targets a unit in short range or long range, that unit is considered to be in range if any part of its tray is within the listed range.

Checking Range pg. 15:
To determine whether a unit is in range, place the ruler in contact with the front arrow/center of the attacker's front arc and measure to any part of the target's tray.

Question 1:
Can war cry be used if there is no valid target in range i.e. I want to trigger a morale test on my poor fellows to gain a faith token on passing, can I activate this ability even though there is no valid target in range?

Question 2:
Determining long range. Pg. 5 ruling states from any part of the tray within the listed range. Pg. 15 states determining range must be drawn from the middle of the attacker's tray. Which one is correct?

Attachment includes a picture of an example: the Dothraki Veterans are, based on Pg. 5 of the rule book, within long range of the poor fellows tray. However, my opponent argues that range is drawn from the middle arc of the attacker (in this case, the poor fellows) per Pg. 15 of the rule book, and thus are not within long range.

War cry being an ability and not a range attack, you measure long range 12" from any part of the unit's tray. The long range area you can see on tts is justan help to check if an opponent is in range for a range attack only.

Checking range on page 15 is specifically tied to the Ranged Attack section at the end of page 14. The game term definition is what is used for an ability that references short or long range of a unit. ( any part of the tray)

War Cry would be able to be triggered and executed to the fullest possible as long as you have a friendly turn to trigger it, and are not triggering any other cards or Orders. Whether or not tokens go down, depends on the morale test result, and if an enemy unit that doesnt already have those tokens is in range. So yes, you can trigger War Cry, pass the morale test (gain a faith token if the unit using war cry is poor fellows), but then have no valid target for the tokens. Note that even if you dont want to, if there is a valid target for those tokens, they must go down.

As mentioned numerous times above, the only time the front arrow is used is determining Ranged Attacks. All other effects, unless specifically stated otherwise, are measured from any part of the unit's tray, per rulebook Pg. 5
